Why It Matters

Tendering above your registered CIDB grade means automatic disqualification. Your bid is declared non-responsive regardless of price or technical ability. Know your grade before you bid.

Classes of Construction Works

The CIDB recognises distinct classes of works. Your grading designation is specific to each class you are registered in.

GB – General Building

Construction, alteration, and repair of residential, commercial, and industrial buildings. The most common starting class for building contractors.

CE – Civil Engineering

Roads, bridges, dams, pipelines, water treatment, and earthworks. Typically high-value contracts requiring specialised equipment.

ME – Mechanical Eng.

HVAC, plumbing, fire protection, and industrial plant equipment installation, maintenance, and repair.

EB – Electrical (Building)

Electrical installations within buildings: wiring, distribution boards, lighting, and low-current systems.

EP – Electrical (Projects)

Large-scale electrical infrastructure: power lines, substations, transmission networks, and renewable energy installations.

SO – Specialist Works

Demolition, piling, waterproofing, landscaping, fencing, and other niche trades requiring specific expertise or equipment.

Assessment

How Grading Is Calculated

Your CIDB grade is the lowest qualifying factor between two capability assessments. A weakness in either area caps your overall grade.

Financial Capability

Assessed using your best annual turnover and net asset value from your latest financial statements. Audited or reviewed statements are required for grades 2 and above.

Works Capability

Assessed based on the largest single contract successfully completed in the last five years. Proof via completion certificates or client reference letters.

Example

If your turnover qualifies you for Grade 6 but your largest contract only qualifies for Grade 4, your overall grading will be capped at Grade 4. Both factors must support the grade you are seeking.

Growth

Upgrading Your Grade

Moving to a higher grade opens the door to larger, more lucrative construction tenders. Focus on these areas:

Grow Your Turnover

Increase annual revenue to meet the turnover threshold for the next grade. Take on more projects within your current grade to build financial capability progressively.

Complete Larger Contracts

Seek opportunities at the upper end of your current grade to build the track record needed for the next level. Your largest single completed contract is a key factor.

Strengthen Your Balance Sheet

Improve your net asset value by retaining profits and managing liabilities. A strong balance sheet demonstrates financial stability to the CIDB.

Apply for Reassessment

Submit an upgrade application to the CIDB with updated financial statements and proof of completed contracts. You can apply at any time during your registration period.

FAQ

Frequently Asked Questions

Your CIDB grade is determined by the lowest qualifying factor among your best annual turnover, available capital, and largest single contract completed in the last 5 years. Grades range from 1 (up to R200,000 contracts) to 9 (unlimited contract value). Both financial and works capability must support the grade you are seeking.

CIDB registration is valid for three years. However, contractors must submit annual updates to confirm their financial and works capability. Failure to submit annual updates can result in suspension of your registration, meaning you cannot tender for any public-sector construction contracts until the update is processed.

No. This is one of the most common reasons for tender disqualification in construction. If the tender value exceeds the maximum for your grade, your bid is declared non-responsive and automatically rejected. There is no discretion or appeal — the rule is absolute. Always check your grade covers the estimated contract value before preparing a submission.

Initial registration typically takes 21 business days from submission of a complete application. Upgrades follow a similar timeline. The most common cause of delays is incomplete documentation — missing financial statements, expired tax clearance certificates, or insufficient proof of completed contracts.

Required documents depend on your target grade. Generally: audited or reviewed financial statements (grades 2–9), valid tax clearance certificate from SARS, CIPC company registration documents, proof of contracts completed (completion certificates or client references), and a valid B-BBEE certificate or sworn affidavit. Grade 1 applicants have simplified requirements.

Yes. Joint ventures can combine the financial and works capabilities of their members to qualify for a higher grading designation than either partner holds individually. The JV must be formally registered with the CIDB before tendering. This is a common strategy for smaller contractors to access higher-value tenders.
