Functionality (Technical Evaluation)

The first stage of tender evaluation in South Africa's two-stage process. Functionality assesses a bidder's technical capability, methodology, experience, and resources. Each functionality criterion receives a weighted score out of 100. Bidders must achieve the minimum functionality threshold (typically 60-80 points) to proceed to the price and preference evaluation stage.
