SPECIFIC GOALS:EME or QSE which is at least 51% black owned by Local Business within:
Elundini Local Municipality = 15 points; Outside Elundini Local Municipalty within Joe Gqabi District = 10 points; Outside region = 5 points
EME or QSE which is at least 51% owned by black people = 5 points
