EME or QSE which is at least 51% owned by black people who are Local Businesses within Elundini Geographic area = 3 Points

EME or QSE which is at least 51% owned by Black people = 10 Points

Bidders that fail to submit proof of specific goal as stipulated above will not be allocated points
