Stage 2 of evaluation: Functionality with Company Experience = 40 points, Project Leader accreditation= 40, Project Leader Experience = 20 points Bidders to meet 70% to be evaluated further. SPECIFIC GOALS: EME or QSE which is at least 51% owned by black people who are Women-Equity ownership = 3 points, Youth-Enterprise = 2 points, Local business = 10 points, Black people = 5 points Bidders that fail to submit proof will not be allocated points.
