							Bidders to meet 70% out of 100 points on functionality with the following allocation of points:

Company experience = 30 points, Expertise = 55 points; methodology = 15 points

SPECIFIC GOALS: EME or QSE which is at least 51% owned by black people who 

Women- equity ownership = 2 points; youth-enterprise (18-35)  = 14 points; disabilities - equity ownership = 2 points; owned by black people = 2 points
