							Pre-qualifying criteria:  An EME or QSE which is at least 51% owned by Black Military veterans are eligible to submit tenders.  Only locally produced goods or locally manufactured gods, services, works or locally manufactured goods with a stipulated minimum threshold for local production and content will be considered.  Only contractors registered on Eyesizwe Contractors Development Programmed are allowed to bid.
