Stage 1 of evaluation: Bidders to meet Eligibility Criteria that will be available on Tender Data on the ELM Website www.elundini.gov.za and also on tender document. Stage 2 of evaluation Functionality: Bidders to meet 70% out of total points with Company Experience = 50 points; Expertise = 35 points; Methodology = 15 points. SPECIFIC GOALS: EME or QSE which is at least 51% owned by black people = 10 points; black people who are Women-Equity ownership = 5 points; black people who are Youth- Enterprise (18-35) = 5 points. Bidders that fail to submit proof on specific goals will not be allocated points.
